Nurse Executive
Billie Lynn Allard is a nationally recognized, transformational nurse executive, Billie received a BS degree at the University of Massachusetts, MS in nursing degree from Russell Sage College as a clinical nurse specialist and completed the Wharton Fellows Nurse Executive Program at the University of Pennsylvania. Allard served as Director of Cardio-Pulmonary Services, Director of Emergency Nursing services, Vice President of Patient Care/CNO at North Adams Regional hospital. In 2011, Allard joined Southwestern Vermont Health Care (SVHC), a now six-time ANCC Magnet-recognized health system and led the implementation of value-based payment reform (One Care Accountable Care Organization) to improve population health, equity, and access to meet the triple aim. Results from this comprehensive innovation resulted in the health system receiving national recognition including the 2017 ANCC Magnet Prize for Innovation for “Accountable Community of Health. In 2018, Ms. Allard was recognized as an Edge Runner by the American Academy of Nursing for creation of a new care model, then inducted as a fellow in the American Academy of Nursing in 2019. SVHC received the AHA Rural Health Leadership Award in 2020 based on this innovative program demonstrating quality outcomes for patients across all age groups, socioeconomic groups, and mental and physical health diagnoses. Ms. Allard, by request, authored a book “Inspired Healthcare – A Value Based Care Coordination Model” published by Sigma Publishing in 2020 and continues to publish articles in peer-reviewed nursing and healthcare journals. Allard served as a member of the AONL Continuum of Care Committee working on a value-based care tool kit, chairs the American Academy of Nursing Edge Runner National Advisory Council, chairs the American Academy of Ambulatory Care Nursing Care Coordination Transition Management Special Interest Group.
